It goes on here in Hawaii, too. Ditto for cock-fighting, and even though it is illegal the police look the other way unless there is a fight between attendees.
The law is so openly defied you can see cages of pitbulls stacked on people's properties and yards full of fighting cocks being raised on short chains barely apart from each other.
