and while I really don't know the issues on the first two measures mentioned, it looks like the third one on that page (HB 344) might have been written for the benefit of Habitat for Humanity, a charity that Jimmy Carter is well known for supporting. I wouldn't dismiss that one right off the bat without a bit of further research.
