2. I'd like to know if the 1% increase means 1% of the current tax, or an increase in the % by 1.

Does this mean it will go from 9.25% to 10.25, or 9.3425%?

I'm guessing the language was crafted to make it sound ambiguous and minimize the impact.

I loathe this damn train and the systemic corruption it has brought forth.
