When you move to a different state, you don't notify the County Clerk that you are leaving the state and have your voter registration canceled. You just move, and register to vote in your new state, and are eventually dropped from the rolls in your old state. You are now registered to vote in two different states. This is not fraud.

Here in Idaho we have Same Day Registration. If you arrive at the polling place and find you are not registered to vote, you simply fill out a new registration form, show the required ID and proof of address, and are given a ballot. Easy Peasy.
