Sounds great IF you're a homeowner. I live in an apartment complex. There are no charging stations (or whatever you call them) on the property, and I certainly can't install my own. Is there anything in the law to encourage landlords to install charging facilities for renters? If not, only people who can afford to own their homes will be able to enjoy the benefits of driving an electric car, much less avail themselves of a rebate for buying one.

Kind of ironic, because the savings on gas might make it easier for some people to save up enough for a down-payment.
