When I was first on my county central committee why we didn't offer more candidate training and some upfront money and help from the central committee when someone is looking at running.

Looking at running for office is kind of scary and for many candidates they have no idea what it entails. Republicans have a kind of school for that. As fans I know we don't. Learning by hard knocks make many potential candidates pissed off and kind of bitter.
