A crime like that DURING AN EPIDEMIC should not be treated lightly.
The 15 year maximum sentence, after all, is just just for committing the fraud. But the fact that the fraud was committed in order to allow someone to potentially spread a disease during an epidemic, should be a factor in asking for the maximum sentence.
