Is it fair to compare a whole state with a city?

Seattle for a large part is limited by geography. It is an isthmus with Puget Sound on one side and Lake Washington on the other. It is then bisected by Lake Union, the Ballard locks and the Montlake cut.

Being a popular city with its dearth of developable land contributes to the price of rent.
