Not the metaphor Raab wanted to use: "shifting of the Whitehall deckchairs" [View all]

on the subject of May taking greater charge of Brexit negotiations:

Has anyone ever heard of "shifting" or "rearranging" of deckchairs in a metaphor without it being the Titanic?
