1. I think this is somewhat misleading.

Republicans in big cities most certainly want vouchers. The whole instigating factor for vouchers was school integration. Republicans want to be able to keep their kids out of integrated schools but don't want to pay private school tuition. They essentially want to 'opt-out' of paying for the public school system.

While some rural Republicans might oppose vouchers, the vast majority of them, along with third way Democrats, certainly support them.
