1. The problem is not the project, but the fact that administrations do not know how to manage them

Some of the same problems are endemic in the Federal government too, as seen not only with healthcare.gov, the veteran/army healthcare fiasco, many military projects.

What we need is a total change of the way these contracts are awarded and supervised. It is overdue, but this does not mean the projects by themselves are useless.
