not bothering to finish the job and capping their wells because they are bullies. Costs 100,000 to cap a well. The government will have to do it and there are in the high tens of thousands of wells to be capped in Alberta and parts of the USA. One of the Dakotas, who more recently got into the oil and gas business, demanded in witting that wells would be capped when their life was over and they don't have a problem. Another way the oil and gas industry is subsidized.
