But... is it inaccurate? Has Hamas hidden themselves in civilian areas? Enquiring minds want to know.

Not to be pedantic (ok, I'm being pedantic): Hamas is a militant faction, not a race. So, that unflattering cartoon cannot be racist.

On edit: Just to be clear, that cartoonist is a real piece of work. His cartoons are intentionally inflammatory and frequently lean hard right. I'm not a fan.
