that the Islamic State didn't routinely place their military resources in schools and hospitals.

Sure, Islamic State didn't have home-grown origins and base of support in Palestinian society, and Hamas did, but that's self-evident, and might as well be ignored. IS had its own home-grown base of support in societies other than Palestinians. I don't see how this makes IS any different from Hamas.
