I tried to pare down my summary so it wasn't too long to read. One really does have to view that segment to get the full impact. It wasn't as cut and dried as you think. There was also an estimated cost of about 800 billion $$ for rebuilding obsolete electric, electronic and cooling systems.

The towers were obsolete, thus the ongoing difficulty in maintaining full occupancy.
