You have to pretend that the united colonies and the confederated states were the same thing as the United States under the Constitution. They are not the same entity anymore than Imperial Russia is the same thing as the USSR and the Russian Republic.

When the Constitution was ratified there was a new nation, full stop. Washington was the first President of the United States of America.
