7. The USMC, as well as UK/Italian/Spanish navies need it. Everyone else no.

The USMC, UK, Italy, and Spain need it to replace their broken down/worn out harriers (and in the case of the UK, non-existant) which there is no other alternative other than scrapping their carriers.
