31. I can think of at least two reasons for why they'd dislike public transportation.

One usually is racist in nature, so I won't detail it here. Another is that it goes against the free market, that is, it is efficient. The last thing they want is for there to be a glut of oil, despite their adamant desire to drill any part of the Earth. Better that everyone drive a car, and best if it's a Hummer or giant dick-up truck. No efficient small cars or hybrids, either. And absolutely no bicycles or pedestrians. Those are just "fun targets" in the meantime. Yes, there are people that actually "aim" for cyclists
