The problems you cite are reasons why we lost this most recent election. So, without those cheats and hacks, Hillary could have won the Electoral College in addition to the popular vote. But if the Democratic Party could appeal to more of the independent voters in the first place, the ability of Republicans to cheat or hack their way to victory is very greatly diminished, if not impossible.
