And it is one of the biggest questions. Reason it isn't getting answered? Because at the current time, their are hundreds of entities in each state working on it. No umbrella as their should be. Look at Pinellas County Florida. The district lines are a joke and it's blatant what they have done.

Great point. Not sure it is exactly in line with the op. I will cheer it anytime anyone mentions it.
