...exactly the problem in unions that you refer to. At one plastics factory, after repeated filing of grievances and no action, a group of young women got together and said literally " if you don't take care of it, WE WILL BE THE GODDAMN UNION". The isues were then addressed. I will never forget that day, I was there. Don't underestimate American workers.
