If you are wanting to create a new GROUP, then, assuming it is still allowed and the rules haven't changed, it goes in GD with a statement of purpose and the reason for the group. Then, 10 members with star memberships have to sign on with approval. Once that occurs, then pop over to the "Ask the Admins" with a link to the thread.
