What's up with the brief redirect when I post? Something flashes about our "partners" [View all]

Today when I made a post, after I hit post my thread, I was briefly redirected to another page, then back to this site. The page that flashes says:

"We and our partners share information on your use of this website to help improve your experience."

Is that normal?
