7. I've tried replacing the plug, and the gas is new. I go through a gallon every few weeks.

It just need a good tune-up. We usually have one done at the local hardware store every year, but it didn't get done last winter and the mower is somewhere around 8-10 years old. Will certainly not 'forget' to have it done in the future.
