you mention not able to buy larger cheaper per...bags

a lot of more 'well off' don't see other reasons for that, like
not able to buy when things are on sales (money..or storage lack)
not able to buy large packs..same reason
not able to go long distances (not everyone has a car)...with cargo (hauling a large amount of food in 1 go, walking or bicycling is difficult)
