1. I think they actually have to elect a speaker, I don't see this extending his powers

It doesn’t seem constitutional, and how does it work in the line of succession?. Just go ahead and nominate and elect him speaker. They can do their motion to vacate whenever they feel like it. But they have to promise to bring bills to the floor.
