11. Jimmy Carter did serve as a diplomat during the Clinton administration

Nuclear physicist Carter visited North Korea in 1994 on behalf of the Clinton administration and persuaded Kim Il Sung (Kim Jong Un's grandfather) to negotiate with the Clinton administration over the North Korean nuclear program. He said what the North Koreans wanted was "respect" and Jimmy Carter gave it to them. And that agreement continued to hold until George W. Bush* included North Korea in his "Axis of Evil."
