...by Radio Télévision Libre des Mille Collines in Rwanda. I guess you could call it the Rwandan version of the political dogwhistle. Mille Collines (Thousand Hills) was the hate radio station for Rwanda, and it was held partially responsible for the genocide that occurred during the civil war there.
