14. Probably those denied asylum or overstaying their visa

Don't know if that is defined as "mass"

People are permitted to make asylum claims, but a majority of those are denied after receiving due process. They are then expected to return to their COO, but many do not.

It is somewhat cruel to let people get acclimated for years while waiting for a hearing, knowing they likely won't be eligible for asylum, and then expecting them to return back to their home country when their claim is denied.

According to our current system & laws, not everyone is eligible to stay permanently.
