While a local handler might suggest the candidate drop in to someplace interesting and make small talk/get selfies while actually getting something that catches their eye, campaigns don't just "drop in and chat with the locals" with camera crews tagging along without getting permission from the manager. The local handler and staff asks first and clears it with the managers before they bring the crews in for the Q and A or stump speech.
The location is always vetted first. The staff should have a schedule that includes when a candidate might like a pit stop or nosh or quick stump speech, gets a list of locations in the area, and scout them out first, warning the owner or the manager Secret Service will be dropping by.
Because handlers and staff know how disruptive a visit would be to a business, and potentially embarrassing it is if the business wasn't favorably inclined to being a campaign or political stop, such as what happened with Vance's donut buy.
His staff must hate him. Because they seem to be dropping the ball a lot.
