The GOP needs to have the November elections certified in the states before their reps can take seats.
If the states refuse to certify to help Trump win, their reps can't be seated on Jan 3 to certify on Jan 6...

I don't think you can refuse to certify only the Presidential election vote and still certify the individual federal representative districts House and Senate election vote. It's all the votes or none when it comes to the Feds.
We saw that argued in Florida in 2000, and one of the reasons the reason the SCOTUS forced the Florida Recount to end - not only was there "harm" to Bush's presidency, but the Florida Republicans couldn't be seated for the certification of the Electoral College.
And the Speaker of the House will be a Democrat on Jan 6 if certain states want to throw the Election to the House.
