I said if I had the time and the resources. resources here means people... either install the hack at the voting machine manufacturing site or at the polling location. Maybe every machine, maybe not. Make sure that the machine passes any audit... or inspection. Make sure after the hack is complete and the final audit happens that the machine removes all trace of a hack... all on it's own. Or leave it in for next time you need it. You don't need to even have access to the machine ever again... and you certainly do NOT flip every vote... only enough to change the outcome... and to be statistically within the realm of possibility. It has to subtle. And leave no traces. Again... you would need a large team of hackers... you might need to even insert themselves to pass background checks into the software companies that create the machines. It might take years. Or not. pretty sure you could install the hack at the voting time using random people that have a drivers license and are registered US citizens.
