Carefully brought along by Putin.

When the USSR broke up, Putin a young KGB agent, blamed the US
and vowed revenge. He has made good on that promise and then some.

ETA None of them even bother to hide any of it.
Russia even let us know right away they were the ones phoning in the bomb threats to Dem precincts.

It is typical of Putin to leave his calling card at his crime scenes.
He likes to brag about how powerful he is and what he gets away with.
Like the serial killer that he is.
