And he also knows that the vetting process in the Senate could be embarrassing at times. That's why he's demanding that the Senate confirm any recess appointments he makes. Of course, the Senate will never vote down one of his candidates, but he doesn't want even the limited contest that a minority Democratic Senate caucus will provide.

My guess is that Senate Republicans will allow all of his recess appointments and he'll get an entire cabinet with consent but without advice.
