IMHO, he was a decoy. He was so incredibly offensive as a pick that the nomination was clearly going nowhere.
I don't know if the idea was to set up for someone more normal seeming but who will actually be far more dangerous, or if it was just to make heads spin. Either way, it's a making a mockery of the executive branch.
