“Dicktator on Day 1” means he plans to do whatever he wants, constitution and existing laws be damned. The precedents that are cited mean nothing to him.
Yeah, court battles and much wailing are inevitable, but he plans to push for everything he can get… and he will win some of the battles. (See: SCOTUS 6 cronies…)
