SK lives in constant preparation for imminent warfare from the North. It is not a war that will be instigated by the SK, but they will resist being overpowered. Their young men sign up for two years military training, which they can do at any time during a designated period in their teens and twenties.

South Korea has a vibrant capitalist society, which albeit is traditionally patriarchal, but that has been their history. North Korea is Communist and their people are mostly living in impoverished villages.

So, a short-term martial law is understandable assuming there is anything truly going on in parliament.
