Rules Governing House Committee and Subcommittee Assignment Procedures

Within the Democratic Caucus, the Democrats on the committee are responsible for electing vice chairs when in the majority and vice ranking members when in the minority. As with most other elected positions with the caucus, when there is more than one candidate for the position, the vote is held by secret ballot unless waived.

To be eligible to serve in this role, a Member must have been on the committee for less than five terms and may only hold the position for one term.

These restrictions reflect the caucus’s intent that the positions serve as “an opportunity for a junior Member to gain insight and experience into the workings of the committee.”
