23. Here in the United States, we call our upper legislative house the Senate.

If you capitalize House, you're referring to the House of Representatives. Pretty simple, really. The House of Representatives has nothing to do with Presidential appointments.

Unless we can regain control of the Senate, no progressive SCOTUS justices will be successfully appointed by any President. That's just one of the reasons that elections really matter. We lost the Senate in 2014. We didn't have to.
