1. I thought that was why we had "Provisional Ballots" in Pennsylvania

... so that nobody gets turned away from the polls on election day. If something goes wrong with a mailed ballot - OR if someone discovers on election day that their registration got deleted - they can still vote if they show the proper ID.

Those votes get held out in a special Provisional container that requires follow-up investigation. (The ID needs to be checked out, etc.) But the point is that the voter still gets to vote on election day.

If the state is trashing the Provisional Ballots, then why would anybody bother?
