those who are part of car theft syndicates (a/k/a "Cartels" since they like to use that term for OTHER countries and it applies to the U.S. as well) that steal older model cars (domestic and foreign) and strip them - in some cases right there on the street after putting them up on concrete blocks and removing all kinds of parts from them (tires, wheels, batteries, catalytic converters, mufflers, aftermarket radios/sound systems, head lamps, etc).
