Groundwater, foundations waterlogged, softening soil. It's a community sitting on a lake.

HOA's usually win everything, sort of a private mutual contractual eminent domain.

Why hire a contractor to make the problem worse instead of just suing for use of her property? Monetarily could have been worked out. Now the costs are unknown.
