Concerns over access for individuals with disabilities have come up in the discussion over the ordinance change.

Dan Klassen wrote city council members in July when the ordinance was first introduced. He suffers from Parkinson's disease and uses his local pharmacy drive-thru multiple times each month.

"It's a lot easier, especially in the wintertime," Klassen said during an interview. "Without [drive-thrus], it would make it a lot more difficult."

It was a unaminous 12-0 vote by the City Council. Sigh.
