It might help if you can keep the lights spatially distributed, so that one might shine more light on the lower leaves to keep them from reaching out. Every bit of energy it puts into growing stalk is energy it won't be able to use to build leaves and buds. I used to have limited success getting healthy buds with just florescants , but often used them during the initial growth phase.

Right around the size you have yours, not much higher, I used to switch to 10 hours of light and 14 hours of darkness to force budding, then try to get as much light on them as I could until they finished. That timing will depend on how much room you have to grow in.

Tip: Try to avoid disturbing the plants dark cycle -- shining light on them when it's supposed to be 'night time' screws up their biological clock a bit.
